Question weird fps issues while gaming

Hello, i have Rtx 3070 Ti, Ryzen 5 3600x and 32GB of ram and i was playing elden ring, cs2 valorant etc and i seem to not get steady fps, i play on 2k resolution with 144hz monitor and elden ring suddenly dips to 42 and so on and on cs2 i hard hit 144 fps and i checked on task manager and the usage seems little low. cpu usage was 42% and gpu 28%.
 
Does this happen on any other title? If not, then it could be he game or the drivers might be acting up for your GPU. Use DDU to remove all GPU drivers(Intel, AMD and Nvidia) then manually reinstall with the latest GPU driver sourced from Nvidia in an elevated command, i.e, Right click installer>Run as Administrator.

hello. its all of the games i play. i reinstalled windows on friday and all the drivers too but nothing happend. here are the specs you asked for.
