Question Weird games

I noticed that if I start Rocket League and then close Epic Games, then start Rocket League again, things change, for example: input lag, stiffness and not Rocket League settings have not changed, or the ball falls down slower. Has anyone else experienced this problem or something similar? I can't decide if it's just Rocket League or something else game too. It started long time ago. But it was werid in World of Tanks too and some other games. In Battlefield V sometimes I felt I had so much latency, but there was not any net problem or something. I don't know why, but the TUF LED on the motherboard flashes many times at night, even though I turned off the power. I know it has a CMOS battery, but it's strange that it flashes about every 30 minutes.

I tried: Clean windows install W10 and W11. Now I use W11 24H2. Fast boot/fast startup off. Drivers from manufacturer site newest. Newest rtx 3070Ti game ready driver. Furmark and cpu bench test doesnt show any weird stuff. Memtest86 does not show any problem too. Temperature is good. Tried on my brother laptop, the game there was good. My brother also tried it on my pc he said it changed. So Im 100% sure. Newest BIOS and firmware. CMOS reset. Deafult BIOS settings (so not use XMP). I use ethernet (1000Mb/s), but I tried it with Wifi too. Tried disable game mode, but I can't tell exactly if it's still changes or not. Not using any sync. Xbox game bar off. Windows up to date. Nvidia control panel set up. Tried with HDMI. I tried it with another mouse too. Another windows account. Windows clean startup. Event log does not show any problem. CMD: Dism/... And Sfc/...

-DDR4 4000MHz Trident Z (from qvl list)
-Rtx 3070Ti
-750W Coolermaster MPE-7501-ACABW

Iris 503 argb V2: intel stock fan (cpu), 3 front and 1 back.

Update: Nvidia found that GPU clock signal is overclocked or something like that because it's running on 1900MHz.

You should enable X.M.P in BIOS, regardless, since disabling it leaves performance on the table. If you can't hit DDR4-4000MHz, you can manually try DDR4-3600MHz.

Now I use W11 24H2. Fast boot/fast startup off.
Just for the sake of clarity, did you recreate your bootable USB installer to rule out a corruption and did you install the OS in offline mode, to later install all relevant drivers with the latest versions in an elevated command, i.e, Right click installer>Run as Administrator?

You forgot to mention the make and model of your case and how you're cooling the processor.

Coolermaster 750W bronz (MPE-7051-ACABW). I don't know how old is it. It's a long story but in short this is a "prebuild" pc. They didn't let me to build it.

Anyway, Yes I can't even download wrong BIOS, because than ASUS EZ Flash reject it.

I didn't enable XMP now, because I read it somewhere it can cause problems too. So while I don't find any problem that cause this problem I won't enable. I know it adds performance.

Clean install from an USB without internet. I reinstall windows media creation tool on the USB all time before I install it. I download my drivers for another USB, then copy it to hard disk, install it and disable Windows download any drivers. Ofc I reinstall it every single time when clean install windows. I don't think it need to click on Run as ads, because it is automatically enabled by default so that it can only be installed with it. I think run as ads checked in properties.

I don't want to write that because I didn't think that matters. I will update it in the post where everyone can see.
