Question Weird Monitor Issue

I'm assuming this is a monitor issue and not my GPU, but something strange has been happening for around 6 months now. I know that's a long time to wait to seek answers, but until today it has always gone away within 10 seconds to 3 minutes. Today, for the first time, it consumed my whole screen. My screen started slowly turning greenish/whiteish/blackish, until you could no longer see what I had open on the screen. Didn't go away for the 45ish seconds I waited before restarting my PC, which caused it to go away and here I am now making this post. If anyone knows what's going on here (probably not expecting to be able to fix it), please let me know. Thanks!

Pretty sure that is the graphics card starting to artifact. Most likely Vram issue from my experience.

The best way to rule out the monitor is hook it up to something else and see if the issue persist
