Question Weird Texture Pop-Ins on Ultra Settings in all of my games ?

Pc Specs:
Windows 11
Tuf Gaming x570- plus wifi
16 gbs of Corsair Vengeance Ram
Ryzen 7 5800x
rtx asus 3070
Corsair PSU RM 750
2 Nvme ssds of 1k.

Anyways for the past week, I have been having this issue with things popping in very close into my games. Like Elden Ring, I will be running around and bushes will be popping in very close to me, or shadows, or the grass, while running on ultra. This can happen in Rdr2, or Lord of the rings online, to skyrim. Sometimes objects or buildings will pop in very close too, like in Starfield. It's like it's taking longer then normal to load things in. I do not know what the hell is going on, this is not lod either. I could be running around and sometimes shadows will pop in very close to me and etc....

I have tried troubleshooting this for several days, I am getting very annoyed by it.
I took my gpu into Canada Computers, they ran it for 5 hours and found no problems with it.
I did a prime 95 test for my cpu and ram, and it ran fine. (About 20 minutes)
I removed my extra ram stick, as I have three only as my old set failed.
I thought maybe it was ram, as I had ram failure before. I rearranged all of my ram, and tested each stick while I went into game, and the issue still persists.
I downgraded my Nvidia drive from the latest drive to a driver in october, and that changed nothing.
I did a full reinstall of windows 11 on my second nvme sdd, and nothing changed.
I made sure to check my computer's hardware to make sure nothing was broken, and I redid my cpu paste too.
All of my cords are plugged in properly.
I had a full computer freeze but I think this was due to me screwing around with the ram, and etc...
I monitored my computer with msi afterburner and everything runs great. (My cpu was about 25 to 30% in games so, either this is normal or it's not, google seemed to suggest it was.)
I played some video games for about 3 hours and nothing crashed or etc, just these annoying pop ins.
I swapped out my monitor to see if that was a problem, and it wasn't
My fps is running perfect too, however my performance in starfield is really bad. (I assume that's expected from that game)
(Made sure my settings are on high performance plan, high priority on the program and etc.)
Did a bios update, too.

Nothing is acting weird with my computer at all, and I am totally stumped, as I only have this problem in games. I never had this problem before, my computer has always ran perfect, so I know it's not me just noticing it, as random bushes, items and etc popping in very close to me on ultra which is not normal.

I would appreciate any help and if anyone is having this issue, please comment, because if it's something to do with my gpu software, then I know, I am not insane.

You need to be specific about the make and model of your PSU and it's age.

Did a bios update, too.
What BIOS version are you currently on for your motherboard?

As for your platform's drivers, did you use DDU to remove all GPU drivers(Intel, AMD and Nvidia) then manually reinstalled with the latest drivers from Nvidia's support site in an elevated command, i.e, Right click installer>Run as Administrator?

Hey so it's an RM 750 CORSAIR PSU. It's a pretty good one too. I am also on the most update version for my board.
I did whole format of the drive before I did windows 11, so I don't think I would need to reinstall the drive again, as it would of been wiped when I did that. I did downgrade before I did a full reinstall of windows 11, and no change.
I didn't use DDU but I did use the nvidia site to find the drivers, I assume it wouldn't make a difference now.

I found this thread on it and they have the same issues as me. I assume theres no fix,

Hello.

I have the exact same problem using a Corsair HX1200w. Every game is just a texture pop-in-fest at extremely close distances, everything available on OCCT for stability was run successfully. Games like Doom Eternal and Doom 2016 do not have this issue due to Vulkan probably. Cleared all caches from Nvidia and steam.

Any solution? Have tickets opened with Nvidia and AMD but oh boy i'll be damn if that ever goes anywhere.

Hmm, you are saying it's psu related, did you change the psu? I literally just did a full OCCT stability test, and it came back no issues, I plan on replacing my PSU this week, and if it's not the psu, I will replace the mother board. I am completely stumped because I was hoping occt testing would indicate something, I have done so many things, and nothing has worked, this is my last resort. I am wondering if it's software related. Please look at the thread, I posted above.

Changing PSU did nothing, OCCT passes on everything except the full power test because my gpu hotspot become unconfortably close to 85ºC and I manually close the test.

Going to send the computer to the store again and if issue remains i'll just demand the money back

I did a full power test next to 1 hour, and was pushing 85 degrees myself, and I had no crashes either. This is truly stupid, I think my could be motherboard related, as I had ram failure, and well, my gpu slot been a pain to get the gpu in, so maybe I damaged something over the years, I do not know.

I recommend testing the computer at another place, maybe it's a outlet problem? Look at that thread I linked.

Have you run GPU-Z to check the card is running at the correct PCIe speed?
For some reason it was at 1.1 when idle but goes to 4.0 when in full usage. I stopped running HWinfo so I couldn't tell that the gpu was running on a lower version but nothing has changed though, the performance is still the same : 4k works fine 2790mhz 10500mhz mem but the texture pop-ins are still there
