What is TCO'99 and TCO'92 and does that have to do with anything like graphics refresh rate and flatness?

It doesn't relate to either graphics, refresh rate, and flatness.

It has to do with something about the energy and emissions of the computer.

Yeah, the TCO standards are emission standards.

TCO stands for the Swedish Confederation of Professional Employees.

Or rather, however you would say that in Swedish.

I would say TCO 99 is safer than TCO 92.

The thing to look at in a monitor if you plan to use it for long hours is a high Refresh Rate. Probably anything above 75hz is ok, but I suggest 85hz or higher. Going any lower than 75hz may cause nausea, headaches, eyestrain, and other bad things.

The TCO standards apply to the whole computer, they do not just deal with radiation emissions.

Monitors should conform to the MPR2 (Maximum Permissible Radiation) standard.

It's another Swedish thing, and quite strict (Swedes are [-peep-]-hot on safety).
