I want to upgrade my CPU, however, I have 0 idea on what to choose.

Currently I have a GA-H110M-S2H motherboard, with 16 gb of DDR4 RAM, running a GTX 1060 6gb Graphics Card and an i5-6500 CPU. I want to upgrade my CPU since it is almost always running at 100% while gaming.. The new Forza Horizon 5 is unplayable, constant messages saying "low CPU bandwith".

I now have my eyes on an Intel Core i7-9700K, however, this is a FCLGA1151-2 socket, while my MB has a LGA1151 socket. Hope someone can help me with this or maybe can advise me something else. Budget is around €300,- (or $300,-).

the highest support cpu is i7 7700k, don't think is worth upgrading to
anything newer need new motherboard and probably get faster ram

Okay makes sense, I want to upgrade my whole pc maybe somewhere next year. So buying an i7-7700k just for running FH5 will be more "for the time being" then. Maybe a little too expensive.

Your I5-6400 has 4 threads and a passmark rating of 5157.
That is when all threads are fully utilized.
The single thread rating is 1974. That is what most games need most.

Your strongest upgrade on that motherboard is a I7-7700K.
You would get 8 threads and a rating of 9689/2745.
I think you would be pleased with the upgrade since it fits your budget.
It sells for $200-$250 on ebay.
Whatever you can buy, you can sell later when you no longer need it.

A 7700k is a waste of money, when you can get better hardware, at a similar cost, to a 7700k, at least on the Euro side anyway. State side, you be looking more at a 10th gen i3, which would provide similar gaming performance, and give decent upgrade options. Or spend the extra $50 ish and go with a 10400f, and low end Z490, or a decent B560 board. 7700k simply isn't worth its going price.
