What Graphics Card Should I Get?

I was wondering what graphics card I would need to run most games (specifically Guild Wars 2) with medium settings or better at a stable 35+ fps.

Budget is no more than $200

USAGE FROM MOST TO LEAST IMPORTANT: The card will be used for gaming, and running games like Guild Wars 2 at a stable 35+ fps at medium or better settings.

CURRENT GPU AND POWER SUPPLY: Currently have Intel HD integrated graphics card (*** i know), power isn't a problem, will buy whatever i need with the graphics card.

OTHER RELEVANT SYSTEM SPECS: K330 Idea Center, i5 core 2.8ghz quad core 3.4ghz overclocked 6GB of ram

PARTS PREFERENCES: dont prefer any specific company, just want something that will get the job done and get it done right.

OVERCLOCKING: Maybe

MONITOR RESOLUTION: 1920x1080

ADDITIONAL COMMENTS: Power will not be a problem, but if you could tell me the minimum power supply I would need, and suggest something to get me there, it would be much appreciated.

If you can, get the 6950 (One of the first versions) and turn it "into" the 6970

doesn't require much power well worth the extra hundred bucks. also you get Borderlands 2 for free.
