Hi I recently went from my laptop to a new pc I built. I didn't have a monitor so I'm using this

It's 6 years old (blood great for it's time) but I think it's the source of my input lag - game mode is on. Not sure if its the reason as its genuinely great really nice picture but.. old.
Using humanbenchmark reaction test I get 240 (when fast) 250 or so is my average.. I know for a fact 220 ms in my average I can literally sit here and do the test on my PC and my laptop and be 20-30ms faster on my laptop. Its 100% slower on my PC I can get 200-210 when I'm really fast on my laptop - never managed this once on this new PC..
So my question is. Is it definately my monitor or could it be something related to my PC (I use the same mouse for the test) the pc I built is great 8gb ram, i7 4770, r9 285 BUT NO SSD (does this speed up the input lag) besides having no SSD I can't think of anything but it being my monitor.
If you're wondering why it matters I play CSGO and enjoy playing competitive so if people have 30 ms faster reactions automatically.. that's very annoying.
Before you say who cares buy a new monitor.. I plan to! but I'm saving up for a 120hz which is rather expensive.
