Question What is the best system for Xfinity streaming with 400 Mbps Internet

Hello,
I'm looking for some advice on a system that will do a good job of handling an Xfinity 400 Mbps Internet, with a new Netgear Nighthawk 1900, Cable modem/router.
So far, with my current (about 7 years old) Dell Optiplex, 64 bit Windows 7 Pro, system, (all drivers up to date, with an Ethernet connection), I have not been able to get above 225 Mbps, on a good day. Some times on a better day, we can get WiFi on our iPhones, around 350 Mbps, depending on the Server location, etc.

I've been advised that I need to upgrade, so I've been looking at a Dell SFF Desktop: an Intel Quad-Core, i7-4790, 16 GB RAM, and a 1 TB SSD. etc.
I'm wondering if anyone would have an idea about whether or not, we'll be able to come even close to the 400 Mbps mark, with the one I mentioned, above.

One of my grandsons, came with his 3 year old home-built desktop, and connected via Ethernet, and was actually able to get a high speed of 491 Mbps, and a pretty consistent average of 350 - 380 Mbps.
