What is the point of having dvi-d on a gpu, if it has no use?

I ended up taking it to a repair shop, so they could give me a diagnostics. They said my mobo was good, but the psu and gpu should be replaced. I replaced them both, so I ended up exchanging my 970 for a 1060. I noticed the 1060 offered no dvi to vga support, instead dvi-d. I ended up buying a dvi-d to vga adapter, but it did not work. Now I have to return it, and try hdmi to vga as it's a cheaper option than buying a hdmi monitor. Why did they add dvi-d if it has no use?

Or can I still get it to work?
