[SOLVED] What is this sound?

The sound can be heard twice in this video. Almost like a weird whining/clicking/electric noise.

Is this the sound of a HDD? I just recently swapped out my old HDD for a new one, and i noticed my pc making this sound. I made a previous thread about my motherboard making coil whine, but its not this new sound that I've never heard before.

Is this a normal sound? I did some further research online, and found out that it is apparently an implemented feature for newer seagate hard drives to increase their lifespan. I did notice that the sound goes away as soon as i start using my pc. If its not normal, going to have to look at replacing it.

the actuator moves the heads across the platters. the actuator moving is normal.
if you have any doubts about the drive the drive maker had a diagnostic program available you can use to test the drive.
