Question What is Wrong with my PC Build RAM or Motherboard

Hi I Have Just tried to boot my pc build for the first time and it didn’t work. It kept turning on then off again in a loop, so I removed everything expect psu motherboard and CPU to see if it would Turn on, and it did but no displayas my cpu has no onboard graphics. It gave a beep code 1-3-2 meaning problems with my RAM, however I have used several working Memory sticks in every dimm slot and still every time the pc turns on then off instantly. This isn’t an issue with RAM I don’t think, so does this mean my motherboard is Brocken?

Specs of pc build(£200 budget so old used)

Motherboard: dell HY9JP(from dell optiplex 790 mt)
CPU: intel Xeon e3-1225 v2
GPU: sapphire r9 280x
RAM tested: ddr3l-1600, ddr3-1333, ddr3-1600
