This is due to a completely new architecture(7nm vs 12nm) and the significant IPC improvement that comes with it.
IPC(instructions per clock) is the number of instructions that the CPU can execute per clock(cycle). So a lower clock speed-higher IPC processor will usually be faster than a higher clock speed-lower IPC one(this totally depends on how big the IPC improvement is).

What makes you feel you have a bottleneck? The 2600x is still a very capable cpu. You will only see improved FPS if the cpu is currently your limiting factor.
