there isn't much sense in buying that board with that CPU in build #1
that being said, switch the board in build #1 to a Gigabyte GA-H170M-D3H and get the 6GB GTX1060
also upgrade the PSU to the Seasonic M12II-520
You build number two looks a lot better and the rx 480 has 8GB, that will be a big advantage over the 3GB 1060, The only thing would change if you were to get that is I would switch out the mobo on that for a ASRock B150 GAMING K4/HYPER, which will allow you to use its extra base clock generator to base overclock you cpu even if you have a locked or non K cpu. Also if you want to save some money you can just not buy a windows key, If you skip the activation key prompts while installing windows you can use windows 10 as long as you want, the only setback is that you can not access the personalization setting in the setting, but you can change them by using different means and you have a little mark at the bottom of your screen that says activate windows, but you can remove it with windows insider.
