Hi i have had a pc for the past 6 years or so, and i've been changing some components, right now i have a gtx1070, with a i5.10400F, an WD Black SN770 NVMe PCIe M.2 2TB, a 1tb SSD a ,Crucial CT8G4DFS824A.M8FB CT8G4DFS824A.C8FBD1 16GB and my motherboard is a PRIME H510M-E, the case is a nox hummer mc,im looking forward to improve some components, as the graphic card, because lately every new game that comes out are becoming worse to play for me, i have to lower the graphics in a lot of games. I wanted to go ahead with maybe an RTX 4060 or something like that but i dont know if my processor is gonna keep up, what would you recommend me improving first. Also i play in 1440p, i want to improve it so i can the new monster hunter wild. I have a budget for about 600-700.

Welcome to the forums, newcomer!

You're advised to list your current system's specs like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

When you add currency into the picture that can a lot of money to work with or none thereof.

You should stylize your thread with info asked of in this thread;
including your location, your budget and your preferred site for purchase. The community can then chime in with worthwhile suggestions.

Crucial CT8G4DFS824A.M8FB CT8G4DFS824A.C8FBD1 and my motherboard is a PRIME H510M-E
You're leaving performance on the table by working with DDR4-2400MHz sticks of ram, as your motherboard can work with a dual channel DDR4-3200MHz ram kit.

the case is a nox hummer mc
That case lacks proper venting for intakes. You might want to change the case for something that facilitates proper airflow.

First off, a new PSU, then a 2x16gb kit of ddr5 3200 ram, then GPU. Your CPU should still be fine, with this level of GPU, at 1440p.
