This would be a decent upgrade, maybe you can avoid the GPU for now and save up to upgrade it later(the RX 570 is about 50% faster than the GTX 960, but a 1660 or 1660 Ti would be a much better upgrade, so saving up for that may be worth it):

PCPartPicker Part List

CPU: AMD - Ryzen 5 2600X 3.6 GHz 6-Core Processor ($305.00 @ Shopping Express)
Motherboard: MSI - B450M PRO-M2 V2 Micro ATX AM4 Motherboard ($95.00 @ Umart)
Video Card: Sapphire - Radeon RX 570 8 GB PULSE Video Card ($229.00 @ Mwave Australia)
Total: $629.00

You didn't state your budget, but:
Without changing your motherboard(added expense), the 7700k is the best option, followed by the 6700k. Note that if you were to choose the 7700k you will need to update the bios with the older cpu installed, or the 7700k won't boot.
For a gpu, either the RX 580, or 570.
