Hey guys! I was able to save some money and I'm looking to upgrade my pc in order to play Cyberpunk2077 the best way possible.

This is my current setup:
CPU
Intel Core i5 4460 @ 3.20GHz
RAM
8,00GB Dual-Channel DDR3 @ 666MHz (9-9-9-24)
Motherboard
MSI Z97S SLI Krait Edition (MS-7922) (SOCKET 0)
Graphics
NVIDIA GeForce GTX 960 (ASUStek Computer Inc)
Storage
931GB Seagate ST1000DM003-1ER162 (SATA ) 29 °C
111GB KINGSTON SHFS37A120G (SATA-3 (SSD)) 27 °C

I was able to save around 600 euros.
What are your suggestions?

if you want dot 1000 dollar then raplace the ssd and hdd with a 2TB Hybrid SSD from seagate

Upgrading the GPU will have the biggest impact on performance, followed by your CPU.
If you upgrade the CPU, you would also need to upgrade the mobo and RAM at the same time.

GPU: 3070
CPU: 3600 + MSI B450 Tomahawk Max + 16 GB DDR4 RAM.

as for the cpu get the ryzen 5 5600x ( launching this Nov) and get 16gb 3000Mhz ram...and get the AORUS B450M mobo. Regarding the Graphics card wait till December and see what NVIDIA or amd is launcing in the 200 euros range.

Is there anyway I could upgrade both CPU and GPU within the budget? I don't really need to be able to max out the game, just make it enjoyable.

For your 600 you can sell your system and build a full new faster one, which is really needed since you would want to upgrade both CPU and video card, which means a platform swap to be worth it in your budget.

I probably could sell my setup for around 400 I guess...
What build could I do with the 1000?
