if i was to underclock the cpu to 8350 levels could i then get away with one of those cheap cooler master psu or something less expensiveOr at least underclock the 9590 to 8350 levels.

What would you recommend if i was to drop the power of the cpu really need help finding psu as the one i had is dead.I wouldn't go that far -- the PSUs you linked are really low quality -- but at least you wouldn't need a $100 PSU as a minimum.

thanks looks like a good buy, but i can only use that one if i underclock the cpu right?A Corsair CX 550W (not the older 500W or 600W with green letters) would likely be the least expensive PSU worth purchasing.
just wanted to ask why you was wondering if the board its self might be on its last legs is this due to the cpu power consumption or temperature related or is it just a thought.Absolutely not. You might be able to get away with a low-quality PSU on something that sips power, but a 9590 build pretty much demands a top tier PSU. You were already using a pretty dodgy PSU.
Nothing less than a 750W Corsair RMx, EVGA G2/G3, SeaSonic Focus/Prime is even slightly recommended with this CPU. Given the very entry-level cooling as well, I wouldn't be surprised if this motherboard, assuming this is a PC you've already been using, is on its last legs.
The other parts are in a pre-existing build, right? Because if you're acquiring a 9590, I wouldn't do that for free.
