I CURRENTLY HAVE AN OLD SETUP OF SLI GTX 770 4GB SLI AND I HAVE HAD AN OPPORTUNITY TO BUY A 2080TI FE EDITION FOR $750

MY CURRENT SETUP IS 16GB DDR3 CORSAIR DOMINATOR RAM WITH I7-4970K OC TO 4.5GHZ WITH A NEW 4K TV

I WAS PLANNING TO UPRADE TO I7-97OOK OC TO 5GHZ WITH CORSAIR 32GB DDR4 PRO RAM

WHAT SHALL I UPGRADE FIRST THE GRAPHICS CARD OR EVERYTHING ELSE?

GPU first, at a higher resolution such as 4K the gaming load shifts a bit more towards the GPU and while the 4790K is older it should be able to play most games paired with that 2080 ti without issue and good FPS.

I'd get that 2080 Ti for $750, that's a pretty good deal even if it's used. You won't find that very often. If you're still at 1080p then you will want to go with a 1440p 144Hz or 4K monitor.
