I'm worried about the motherboard in option 2 as it's cheap and has few reviews but the 10400F is overall, a faster processor.

DDR4 16GB 3200MHZ
500W PSU

I wouldn't worry too much about the H410 board. If it has enough features to support what you want/need then it's not a bad choice when paired with a non-K CPU. The H410 boards only have 2 memory slots so keep that in mind. Here's some tech info on the H410 chipset if you feel like looking.

10400f performs better than the 2600 in games, but lacks overclocking functionality. Also, the 2600+b450 will allow you to run your ran at 3200mhz where the 10400f+H410 will be limited to 2666mhz.

I cannot reccomend anyone buy a Kingston SSD from personal experience. The BX500 isn't fantastic either, but its not Kingston so that's a point in its favor.

I believe I able to use 2933MHZ on the H410M board and don't really want to do any overclocking. I also have Crucial ram and it has served me well, hence the Crucial SSD.
