What's the difference between the NH-U12P se2 and NH-U12P se1366?

The se2 is for LGA 775 through the 1366 and for socket AM2 through 3. The 1366 is just for socket 1366 and is the same except it has slightle better airflow.

is it worth spending 20dollars more on a se1366 for an i7 930?

That depends if you are willing to overclock it or not, but even if not I would say yes since it only uses one fan and has slightly better airflow.

But according to noctua the only difference between the two is a 4dollar mounting bracketg how could this affect airflow?

I was looking at Newegg's specs, didn't go to the Noctua website.

Ohh then I think those specs are a bit wrong I think maybe one was tested with one fan and the other with two or maybe they were on different settings because they have the same fans and heatsink.
