Even a cheap 500W psu can support a 7770, so go for that. It'll match your other system specs well.

you should use HD 7750 and get a good and cheap PSU like Corsair VS450 or Seasonic SS400BT.
it will keep your system safe or else if you're going to use cheap PSU like Intex or VIP then you'll lose your GPU within 1 year.
not sure whether it takes 1 year or not but it will fry your GPU 1 day.
its better to have a good psu in system to make your pc safe.

He can't use HD 7770 if he is going to use cheap PSU.
HD 7770 requires 6-pin PCIe connector and most of the local quality PSUs dont have any 6-Pin PCIe connector.
you should better use HD 7750 and get a good PSU.
Or else increase your budget and buy a good psu and HD 7770 both.
it will improve your performence a lot.

A molex 4-pin to PCI-E 6-pin adapter would work just fine.

But more importantly, you should look for a sticker on the side of your psu. On it, find where it talks about the +12v rail(s) and see how many amps it has.
