White/black lines on startup

Video above shows what happens on almost every startup or when a graphics driver is installed. Is this a sign of anything serious that is yet to come? There is no problem when gaming or doing heavy gpu stress tests / benchmarks.

Does this sound like a monitor/ cable problem instead of a gpu problem? The only way to test this theory is to buy another displayport cable and a new cheap monitor. Just wanted to hear what you guys think.

CPU: 8700k OC(white/black lines on startup even if not ocd.)

GPU: Evga 1080 ti hybrid stock

Ram: 32gb 3200mhz

Booting from a Samsung 850 EVO

Monitor: Asus PG278Q 1440p 144hz.

It happens maybe 9 out of 10 times. Every time it happens at the exact same moment as in the gif above on bootup. The 1 time it doesnt happen at all.

Almost at the end of the graphics driver installation when the display turns off and then on again. Then i get the exact same stripes as on bootup for a short period of time.

The white/black stripes are very consistent and only appears on bootup or at the end of my graphics driver installation. It does not happen when playing video games or stress tests on the gpu.

But as i thought it might be a cable / monitor problem and not related to my gpu at all. To find out i will have to purchase a monitor / cable in the near future.

 
I don't think it's the cable....as it happens at a specific time.

My best guess as to what is happening....is something in your system is perhaps powering up at that time and perhaps the surge current is bringing the PSU voltage down for just a brief instant and you see what you see.

I can see this happening forever and never being a problem.

Or perhaps I'm wrong and it's something beginning to fail.

If it were me....I would leave it alone being it's not causing grief.

If I wanted to diagnose it....I would swap in another PSU because I have one laying around...although I wouldn't buy one for this.

I plan on selling this computer in the near future so i want to diagnose this.

I also have a spare psu laying around, im going to switch it out and come back with results.

Switched out my HX750i with my spare AX860i. Issue still occures.

Issue also does not occure when my displayport is connected to my motherboard instead of the gpu.

Edit: Tried booting via gpu on 59 hertz, 60 hertz and 120hz. Problem only occures when my monitor is put to 144hz.

This is the only thing i did and solved it:

Nvidia Control panel > 3D Settings > Manage 3D Settings > Restore everything to default.

I had messed with some settings in the past for some reason i believe. Resetting it to default fixed the flickering on bootup.
