Question White Boot Light On Motherboard, won't post

Hello! I just finished a build, but upon starting it up the BOOT light on my motherboard turns on and I get no signal to my monitor. I have a 2TB WD Black HDD from my old PC that has all of the data off of there hooked up and I can hear it spin up, so I don't think it's a connection issue to that. I also swapped out SATA cables from it with no luck.
What I'm thinking may be the problem is I have a brand new M.2 SSD (Samsung 970 Evo) on my motherboard that doesn't have anything installed on it. Could the PC be trying to boot off of that rather than my HDD? If so how would I fix it?
My specs:
Ryzen 5 5600x
B550-A Pro Motherboard
GTX 1070
G.Skills Ripjaws (16gb)
 
First of all, you shouldn't even have the HDD connected at this stage. You install Windows on the M.2 SSD using Windows install media and don't even start thinking about the HDD until you're up and running.

Second, how did you update the motherboard's BIOS, which is required before using a 5600X?

Ah gotcha, I will disconnect the HDD then, and put Windows on the M.2 SSD. Maybe thats my issue.
I used a USB drive and the Flash BIOS button on my mobo to update, it appeared to have worked properly.
