my pc is i3 4160 8gb ram ddr3 1600mhz and gpu is r7 265
in most games the gpu usage never crosses the 80% i monitored it using msi afterburner no matter what are the settings the frames are the same and just the resolution changes that a little bit
i think that these parts are entry level so why is there bottleneck ?

Well, this is a very vague post.

First of all, it will only be a bottleneck if one part is at 100% usage and the other is at maybe 50% usage.

For example, it would be a bottleneck if you had a CPU which is always at 100% Usage and a GPU at 50%. The CPU is bottle necking the GPU.

Regarding your issue, it depends what games you're running, not every game will cause your GPU to go to 100% load. Check your CPU usage aswell. If your CPU is hovering around the same usage as your GPU then its not a bottleneck.

So 90-100% CPU in most games, and 80% GPU in most games.

The usage will differ from game to game, but that doesn't look like a bottleneck at all to me, that's perfectly fine.

but why are the fps significantly low like in gta v everything on normal i get 30 to 40 fps where a friend has the same setup can get 60 on high
also on syndicate i get around 26fps on low and low resoution

Whats you're resolution and what's his?.

Also, that 30-40 fps with an r7 265 is perfectly fine. It's whats expected from a card like that. Just make sure MSAA is off and FXAA is on.

Maybe he is using different resolution and/or different settings (like low AA or shadows or different performance settings on GPU control panel)

i use 1366x768 or using vsr at 900p or 1080p
but i can see youtubers running at higher than 40 fps
aslo i had a gtx 750ti that died and it gave me 60fps which i think the r7 265 should be the same or slight better

did you do a clean uninstall of the old drivers?
