Question Why am I getting a crackling sound & slight skipping after installing new gpu?

since I install new gpu, I'm getting a crackling sound & slight freeze/skip in the first few seconds of playing videos.. I'm not sure if it's a refresh rate issue or what.. It is coming thru the speakers not thru the hardware itself.. any advice.. TIA
