I bought a new CPU for my budget PC (i3-6100 CPU). I get micro stutters in like every 2-3 minutes and they can be really annoying after a while. Before this I had a worse CPU. Is the problem probably on the CPU power connector? Is 4 pins not enough for this CPU? I connected 4 pins in my MOBO's 8 pin CPU power connector, because I heard on the internet I can kill the MOBO if I plug all the 8 pins in the CPU power connector. I'm new for PCs.

Specs:
GPU: ASUS GTX 1050 TI 4GB
CPU: i3-6100, like I said
PSU: Thermaltake 700W
RAM: Kingston HyperX Predator 8GB DDR4 3000 MHz
ASUS ROG STRIX B250G Motherboard

4-pin or 8-pins won't make any difference with your i3-6100. What game are you getting the microstutters? Did you perform a clean install of Windows with this system? What about your primary drive?
I get microstutters in Battlefield 1, Apex Legends and Witcher 3. I didn't perform clean install of Windows, my primary drive is a Samsung 860 EVO 250 GB. If I speak with someone on discord I get micro stutters in every game.
