oby, a decent 600 watt PSU will produce 600 watts regardless of whether it is 70% efficient or 80% efficient. A 70% efficient unit will just need about 100 watts more power to do it.

Some characteristics of a good (by modern standards) PSU:
Will produce its rated power - at 50 C.
Should be able to product at least 80% of its power on the 12 volt rails
Good voltage regulation at all load factors.
Low ripple and noise.
Better than 80% efficiency.
Active PFC.
Over and under voltage protection.
Over current and short circuit protection.

cheap psu usually are bad, because they dont reach the wattage specs listed in them when they are on a full load, in short low efficiency, all psu really cannot give 100% of all that wattage rated in them because there are always a wasted power, for example for a psu rated 600w, a bad psu has low efficiency so it will only produce 300-400w and the remaining 200-300w is wasted power, unlike those good psu usually rated "80plus" efficient can produce more, like 480- 550w power. many factors, but that one makes a good or bad psu.
 

You need to do some research on how power supply efficiency works.
