According to Toms Hardware Review, the Corsar RM850x is much more silent than comptition.
How should I read this data? Is it the noise really twice as much?

Because the PSU is engineered to run quietly. That's why.
It has a static pressure optimized fan and not an off the shelf case fan like so many others. The fan is PWM and not DC. It has a fan controller that not only adjusts fan speed based on temperature, but also load, with a 20 minute hysteresis that keeps the fan spinning at the lowest RPM to keep the air moving. And that's assuming the fans spinning at all because at low loads and low temperatures, the fan doesn't spin, therefore cannot produce noise.
