I understand that screen tearing occurs when fps is more than the hz. when i cap fps to the same as my hz it screen tears more and when i make my fps less it still screen tears.

Vsync isnt an option as there is too much delay.

is it possible that my cable is bad or my moniter?

if my monitor is bad, will a new one of the same model work?

Solution
so there are a few problems with v sync.

  1. There is Wayyy to much input lag
  2. I play on a laptop with a 75hz monitor. When I turn on vsync in game, the game uses my laptop displays hz so I can only play 60fps on 75hz.

I figured it out. You need to change your second monitor to the main monitor.

Capping FPS doesn't stop tearing, it will still dip a couple of frames over and under the limit, V-Sync is the way to go, unless you have a freesync or gsync supported monitor, which offloads vertical sync to your monitor instead of your GPU
