...Because the CPU will boost to 4.2GHz-4.4GHz depending on the load. It all depends on the workload of when you check the CPU speed. So let's say you play a game or run a software that uses 4+ threads. The CPU will boost to 4.2GHz. Let's say your game/program only uses 3 cores that means it would boost 3-cores to 4.3GHz. In your case there was probably a program running that utilizes only 1-Core hence why you saw 4.4GHz. In general unless you turn off power saving options the CPU core frequency will change automatically depending on the load and stay low when idle.
Your computer has no issues.
thank you all for your help. problem is solved - in BIOS, I turned on "Enhanced Turbo Boost" and now it works smoothly
