Question Why does my Dell laptop fail to boot several times ?

It doesn't have a battery. When I plug it in, it automatically starts booting and fails to boot several times (it doesn't show the Dell logo, I just see the keyboard and power button light turning on and off repeatedly). It finally shows a screen that says something like "Date and time not set correctly" with some options. I have to then click the F1 button to retry boot and it finally boots successfully. This problem doesn't occur if I don't plug out the laptop after turning it off, but I can't keep it plugged in, because well, this is supposed to be a mobile device.
 
Knowing exact make/brand and model of the laptop would help us get a better picture of the system we're dealing with. Please provide that information.

If this failure to boot because date and time are not set doesn't happen when you don't unplug the laptop (it has standby power) it might mean the CMOS battery on the motherboard is dead. Changing that would probably fix it.
 
Depending on the exact model (and when it was manufactured) there may not be a separate CMOS battery. Instead the CMOS is maintained by the main battery with a large capacitor as short term (very) backup. Laptops are not intended to be run without the main battery installed. You really need to be obtaining a replacement. Do NOT use an aftermarket generic battery, alway use OEM.

It is a Dell Latitude 5590 manufactured in 2018. It's second-hand and I've had it for almost two years.

It is a Dell Latitude 5590 manufactured in 2018. It was booting just fine without a battery for almost two years. I did a quick search and it seems to have a CMOS battery. Unfortunately, I can't find an OEM battery where I live.
 
The laptop's approximate age makes the culprit being the CMOS battery more likely.

You can't order on online? Aren't any Dell outlets/reps in the area, with a service center maybe?
No, unfortunately there is neither any Dell outlets nor any shipping option to my country.
