[SOLVED] Why does my FX-8320e not turbo boost up to 4GHz?

Hi everyone, I've noticed my cpu boost only up to 3600MHz, despite having low temps. I'm not sure if I configured wrong my bios settings.
Specs:
AMD FX-8320E @3.2GHz
ASRock 970M Pro3 P1.60
Nvidia GTX 1060 6GB
2x8 (16GB) Kingston KHX1600C10D3L/8G
SanDisk SDSSDHP256G
SDSSDP128G
WDC WD10EZEX 1TB
Corsair CX750M
Windows 10 Pro 64bit: 2004 (19041.508)

I tried to solve it by changing some settings in the bios, like disabling:
"Cool'n'Quiet"
"Enhanced Halt State(C1E)"
"Core C6 Mode"
"AMD Application Power Management"
I also tried to set manually the clock at 4.0GHz, but after rebooting my pc won't load and can't access the BIOS. Only black screen.
After powering off the power supply and rebooting I can access to the BIOS.
Is there anything I can do?

Too may cores are in use? The processor determines the clock speed above 3.2GHz by weighing temp, vcore, # cores in use, rtc. .. oh, and whether or not turbo mode has been enabled in BIOS.

If not happy with turbo mode's operation, just set the multiplier at 20 in BIOS. That will give you 4GHz all the time. A bit more heat too.
