So should I just buy a new computer or upgrade the cpu?Your low score in that benchmark isn't about how much RAM you have but rather how fast it's running.
Your CPU is very weak, that's not going to be a good video editing machine no matter how much RAM you have.

I guess it depends on how serious you are about video editing performance, but that's a low-ish budget.

With an extra 8GB of RAM added (would be best to check the speed/timings of the RAM that's installed once you get it an get a matching stick). Total cost should be right around $500.
If you're willing to get a refurb there are some cheaper options. Basically, I'd get either an Intel CPU or AMD Ryzen (older AMDs kinda suck), at least 4 cores, with ~16GB of RAM (could possibly add extra RAM yourself). Some of the refurb units have older CPUs that use DDR3, in which case you could potentially use some RAM from your current laptop to add to a new one to get to 16GB (although there can be compatibility issues when combining different RAM sticks).
