Question Why is my amd gpu not being fully utilized while getting low fps?

Ok..... So I've facing some weird issue with my RX 6600 gpu that i recently purchased. While gaming, I'm getting ~60 ish fps no matter what settings i use.... Tried both high and lowest settings. NO VSYNC or FPS LIMITER is active. The annoying part is , the GPU is not being fully utilized. However, while running benchmarks or stressing the gpu, it gets fully utilized.....
I tried reinstalling drivers, using DDU, changing various settings in adrenaline software, windows power management settings to performance..... Etc. I doubt there is any cpu bottleneck....
I didn't do any OS reinstallation though... So what could be the problem?
Here is my spec-
CPU: RYZEN 5 1600X @3.6 GHz (6c 12t)
RAM: 1 x 16GB DDR4 @2666 MHz
GPU: SAPPHIRE PULSE RX 6600
OS drive: ADATA M.2 NVME PCIE 256 GB
OS: Windows 10 pro

You forgot to mention the make and model of your PSU. Include it's age as well. BIOS version for your motherboard? As for your platform, you are losing out on some performance due to the ram kit. Ryzen's on the AM4 platform love DDR4-3200MHz for the 1000 and 2000 series processors, past that, Ryzen 3000's and 5000's loved DDR4-3600MHz but you'd need the B550 chipset.
