my pc case is a CM storm Enforcer with stock fans.
its says on cooler master website under the case i have. that the front 200mm fan is 1000 RPM and 19 dBA loud.
is the 19 dBA the fan Rotation?
does the wind make the sound louder so thats why i feel its louder than 19dBA?
pls help me
 
The faster the fan rotation (RPM) , the louder (dBA) the fan noise.
Depending on what motherboard, you can set the fan speed in the BIOS depending on where the fan is connected to.
Make, model of fans and where they are connected to , make, model of motherboard would help.

But i cant connect my fan to motherboard the cable is not long enough.
And my fan is 3 pin
