[SOLVED] Why is my GPU not performing

So yesterday I did a fresh install for Windows 10, I formatted my 2 drives and everything was working normally. My frames were right in the 2 games I was testing (Super People and Minecraft). I got a few frame drops but didn't mind it since I hadn't updated my drivers. After I had downloaded and installed my drivers through GeForce Experience, it all went back to how bad my pc originally was. (I had reinstalled Windows since I didn't know what to do with my PC as it wasn't even running Minecraft correctly). Down below you can see some screenshots as how it's performing monitoring playing Super People on the same settings as yesterday (Very low). And I'll add in a screenshot from LatencyMon 7.20 since in another post on here with the same issue that was recommended. Please help since I don't know what to do anymore. Also below will be my PC specs.

Solution
Your memory is running at the default speed. What was it running at before?
You need to get it up to 3200MHz, ideally. Minimum 2933.
