[SOLVED] Why is my internet connection dropping to zero bandwidth every 5 seconds?

I'm watching my task manager monitor the internet speeds when I'm downloading a game, and every 5 or six seconds(it's always the same amount of time) the speeds just drop to zero mbps for a few seconds. I'm wondering what's causing this. It's been an on and off problem for a while now(mostly on).

Not necessarily a problem, but throttling from the source. Everyone on the Internet is downloading a game right now, lol.
