Question Why is ryzen 5 3600 at 90c in bios

So I bought new cpu cause last cpu had started to overheat and would hit 80-95 in bios and would turn of cause so hot so I bought new cpu thinking last one was faulty but I have same problem within 2 min of being in bios it has hit 87c and wont boot up cause so hot so can someone tell me how to fix please.
New cpu:ryzen 5 3600
Old cpu:ryzen 3 3200g
Motherboard:tuf b450m plus
Psu:gigabyte 550 bronze

Did you re-apply thermal paste?

Problem with cpu cooler.
Either broken or improperly installed.

I have the cooler that comes with the cpu and I dont have thermal paste should I get some will that make that big of a difference?

The one that's comes with cpu and it says it's running at max rpm so idk what's wrong is it suppose to be turnt the other way?

Also worth a mention, the 3200g has integrated graphics, the 3600 does not and will need a GPU to display. (if you havnt one already?)

So I checked and there's no film and just tried reinstalling my cpu cooler and I think I installed it correct cause it's at 45-50
