Better is better, and by that I mean that if you can swing for the 6GB version of the 1060 then you should do it. The i3 is a pretty big limiter but the 1060 will sort of pick up some of that slack. If you are going absolute budget build then I'd still recommend the 1060 3GB over the 1050ti.

They are about the same.
EVGA might be less noisy out the box, but it will have higher temperatures. So you will have to crank up the speed of the fan.
If you have the space go for a dual fan unit.

You should select the GTX 1060 over the GTX 1050 Ti, unless your budget prohibits it.
If possible I’d go for the 1060 6GB. Even if you have to save just a bit more. The 3gb/6GB is a bit misleading because the 6GB also has higher clocks and more cores. 3gb vram is also pushing the limits for AAA games now.

That will be a wise choice.
In some games you might not see a difference. in some other a little difference and some other twice the FPS ...specially if you bump details, quality, textures, etc
