Will a I5 4460 CPU work with a R9 280X GPU?

You bet it will! No bottlenecking should take place between that CPU and GPU. Go for it.

These two will, with some other parts, combine into a working computer.
Neither will "bottleneck" the other.

If you want to know if this is the optimum cpu/gpu balance you should post some info on what you plan to do with it. Different application/games are known to be cpu/gpu heavy.
But generally these two will go well together.
