You're confusing the terminology of the motherboard and PSU standards as they've evolved separately. ATX specifications are described differently for motherboards and PSUs, and they're not based on interoperability, i.e., there's no such thing as an mATX PSU. The question about your PSU is one of what *case* you're using with it.

The PSU is OK to use with an RTX 2060, though it's merely a decent budget-level PSU, so whether it's a good idea depends on whether you're going to be more ambitious with your GPU in the future and get something that uses high power. Because it won't be an appropriate case to use with, say, an RTX 4080 or future Nvidia/AMD equivalents.

ill be honest im not sure what is that case the PSU is above the motherboard and not below and it doesnt seem to be a small case but its an really old one the company probably doesnt exist anymore looks like an office case and no i will not upgrade to an rtx 4080 or anything of that sort in the near future just to an rtx 2060 but ive heard that its going to get discontinued soon so i was considering this one too: https://www.amazon.com/MSI-GeForce-RTX-3060-12G/dp/B08WPRMVWB/ref=psdc_284822_t1_B0BL7Y69YP but ill get a 750W corsair psu instead from amazon instead of the 650W from newegg

I have decided to just build a new pc forget about my old motherboard, ive figured out id have HUGE bottleneck with my i5-10400 and rtx 3060 together but thank you anyways

You are good.
A ATX motherboard will have 7 expansion slots, and a MATX motherboard will have 4 expansion slots.
Either will support a ATX psu.
The confusion might arise if you are using a very small case where a smaller SFF version of a ATX psu might be needed.

And... it is not clear to me that a I5-10400 and a 3060 is an issue. It seems to be an appropriate combo.
Some games are cpu limited, and some are graphics limited.

Do you now have any parts?
Do you have a budget?
