Yes, but the rx 460 is about as low as you can go in current gen (except the new rx 550) so you may as well go ahead and just turn up the graphics

Yes it will bottleneck but it depends of the games you wanna run with it...

ive a similar build. although my q6600 is oc'ed to 3ghz. At 3 ghz it's finely balanced with the 560ti. If your mobo can support it, id suggest a mild oc to help negate any small bottlenecking. But they are a good match. not the newest tech, maybe medium settings on newer games (depending on res)

It will bottleneck the rx460. However the 460 is a LOT better than the 560ti and will still perform better than it even if it's being bottlenecked.
