Will CPU silent mode ( fan ) affect performance ? i have it set to normal but it gets pretty loud.. will it affect performance ( stuttering, fps loss...)

If you hit the thermal limit of the CPU while gaming, then yes.
Monitor your CPU to verify min and max temps and Ghz speed. HWiNFO64 (sensors only) is good for this.

not until your cpu reaches critical temps - then it will throttle on most decent boards

The type of cooler and paste makes a difference too, so higher quality versions can give you a little more headroom in silent mode or be silent so you don't have to enable silent mode.
