Will gtx 950 cope up with my system?

I am done playing games at low frames and low graphics so i am going to upgrade my graphics card from zotac geforce 610 synergy edition to gtx 950
My system is
i3 3210
Motherboard gigabyte GA B75M D3H
PSU says 400 max watt
Monitor is 720p
Are these things enough for upgrading gpu and are there any cheaper and better alternatives for gtx 950 budget is 1400 - 1500 rupees india
