Will this build run Witcher 3 at Ultra at a steady 60 fps?

As the name implies, I'd like to know if this gaming PC build will run Witcher 3 at ultra settings with a steady 60 fps with no problems. Open to suggestions for parts that will get me the same outcome but with a cheaper price-tag, or even something that just plain outperforms whatever I have for the same price-tag or a little higher. I also probably plan on putting Windows 8.1 on it, but might just go with Windows 7. So that will add a good chunk of change to the price-tag as well, sadly.

I also added a cooler so the cpu stays cool and you can OC later. But Yes, it will get 60fps.
