There's nothing wrong with those choices for the Graphics card and PSU, however, what motherboard do you have? Do you have a PCIe 2.0 x16 slot available to plug the graphics card in to? That graphics card might be bottlenecked by that old of a CPU.

If you want upgrade your CPU as well as your GPU and stay within that budget, what you could do is get these instead of that video card:

XFX Radeon HD 7770 - $135
Intel Pentium G850 - $88

You could also spend a little more on Sapphire's VaporX version of the 7770 if you wanted to.

There's nothing wrong with your processor, but you simply won't be able to get the most out of that 560ti - that E6500 will hold it back ('bottleneck' it). By getting a Pentium G and a 7770, you'll end up with a much more balanced system - neither will be holding the other back too much.
