Why take 1x16GB when your motherboard supports dual channel memory? You should buy 2x8GB
The motherboard should be compatible with the NH-U9B SE2 according to Noctua's site http://noctua.at/en/support/compatibility-lists/socket
The cooler itself may be a little old, I'm not into overclocking, but you might wanna buy a newer one.

Newer coolers tend to be more reliable, quieter, generally more efficient than older ones.
The cooler you selected has 2x92mm fans, for overclocking you might want to get a cooler that has 2x120mm fans
For example: THIS
