Win 7 Power Plan

Hello.I own a Ryzen 5 1600 on Win 7.I set the power at "balanced" .I opened the Ryzen master and noticed that the cores dont park (much) and its stable at 3.4 MHz.This made me check the minimum processor states (in power advanced settings) and saw that both the minimum and maximum processor state was at 100%.So basically it was like running it in high perfomance.
I dont want my CPU running at 100% the whole time.Are there good values to set these states?

Balanced should have minimum processor at 5% for the default, at least that's what it is on every Win 7 system I have.

Weird that it was set to 100%...Maybe the latest amd chipset i installed recently changed that.
