Question Windows 10 freezing/stuttering

hey there! windows 10 is freezing/stuttering. here are my specs and a video of whats happening. if you have any idea what it could be feel free to tell me

specs:

TB350-BTC from Biostar (i know i know dont bully me please)
Ryzen 5 2600
8gb Crucial Ballistix RAM
Sapphire Nitro OC RX 480 8GB

might be blurry still because of youtubes processing thing takes a bit

Temps are unknown at the moment because I just reinstalled windows

PSU is a NZXT E500
and im using 2gb on idle.
